MACKINAC ISLAND, Mich. (Michigan News Source) — Mackinac Island City Council is advancing its regulation of the island’s ferry operations, reaffirming its decision to freeze 2025 ticket prices while approving a resolution to enlist an outside consultant to assist in its review of Hoffmann Marine’s operations.
During its January 8 meeting, the council specifically reviewed a legal opinion from Miller Canfield that classified Hoffmann Marine’s ownership of Shepler’s and Arnold Transit as a monopoly.

“Hoffmann Marine’s acquisition and combined operation of both ferry companies serving Mackinac Island is a monopoly and, unless an exemption applies, could be challenged under the federal or state antitrust laws,” the letter stated. It also explained that the city is likely protected from legal liability under the “state action” doctrine, as long as it actively monitors and regulates the ferry services.
Although Hoffmann Marine has kept Shepler’s and Arnold Transit as separate corporations with independent management teams, both report to Hoffmann Marine President Jenny Gezella, who oversees their combined operations.
The council’s consultant will review passenger volumes, financial data, and cost-saving measures resulting from the consolidation.
Last year, Hoffmann Marine requested a $2-per-ticket increase for the 2025 season, citing $2.5 million in rising costs, including fuel, payroll, and maintenance expenses. The council rejected the increase, first approving the freeze in December 2024 and reaffirming it on January 8.
Ferry ticket prices for the 2024 season were $34 for adult round trips, with parking fees additional.
Hoffmann Marine is required to submit proposed parking rates for 2025, which remain under council review.
