Williams introduced Ohio House Bill 700 known as O.H.I.O. Sportsmanship Act.

The bill states, “No person shall plant a flagpole with a flag attached to it in the center of the football field at Ohio stadium of the Ohio state university on the day of a college football competition, whether before, during, or after the competition. Whoever violates this section is guilty of a felony of the fifth degree.”

Vandalism in Ohio law is a felony in the fifth degree and punishable with a fine up to $2,500 and up to one year in prison.

On Nov. 30, the University of Michigan football team upset Ohio State, 13-10. After the game, several Michigan players carried their college flag to midfield and tried to post it. A scuffle broke out among players from both teams.
