LANSING, Mich. (Michigan News Source) – Those gathered in Heritage Hall on Wednesday morning will hear Governor Whitmer’s 2023 Budget Plan announcement that will touch upon many of her priorities for the new fiscal year and Michigan’s surplus.
Recently, she has unveiled plans that would provide individualized tutoring for all students in grades K – 12 in Michigan, and a proposal to repeal the retirement tax and an increase in the state’s earned income tax credit.

While the details are preliminary, an outline of her basic plan for the MI Kids Back on Track tutoring program and its $300 million price tag can be found here.
At the Governor’s State of the State address she named several other priorities, including expanding Pre-School to all of the “littlest Michiganders.” With the expanded Great Start Readiness Program, every four year old in Michigan could access free, public pre-school education by the end of her second term according to the Governor.
She also wanted to prioritize making steps in advancing manufacturing to keep graduating students working in the state.
“As they decide where to live, we must make sure Michigan is the answer—not just for a few years but for the rest of their lives—by creating opportunity that lasts for decades,” Whitmer said during the State of the State.
After mentioning her desire to see the 1931 law banning abortion repealed, and expanding the Elliott-Larsen Civil Rights Act, there is a high likelihood that social programs will also see a large percentage of the FY 2023-2024 Budget proposal.

“Protecting these freedoms is the right thing to do and it’s just good economics. States with extreme laws are losing talent and investment because bigotry is bad for business,” Gov. Whitmer said, “We should build on our reputation as a welcoming beacon of opportunity where anyone can succeed.”
Gov. Whitmer also foreshadowed that she would reveal more about her plans regarding the future plans for developing and maintaining infrastructure throughout the state.
